Traffic lights are a very important component in expediting traffic activities, especially in controlling traffic at crossroads. Maintenance of traffic lights must be managed properly because broken traffic lights can cause traffic jams, even accidents. Currently, the management of public reports related to traffic lights malfunction in Banda Aceh City is still done manually. This makes it difficult for the public to report broken traffic lights to the Department of Transportation. Therefore, in this study, a webGIS was built that can manage traffic light data and public reports related to broken traffic lights. The features in WebGIS such as displaying a map of traffic lights and managing data reports are built using several PHP packages and Leaflets with the Waterfall software development method. The System testing in this study will implement the Black-box Testing method and the results obtained are appropriate for each test scenario. For the analysis of user satisfaction, the Webqual method and Likert rating system were used from a scale of 1 to 5 with an interpretation of the scale value ranging from strongly disagree to strongly agree for each Webqual indicator. The results of the analysis of user satisfaction on each dimension (usability quality, information quality, and service interaction quality) get an average value of 4.218, 4.265, and 3.882. The total average value of all indicators is 4.126, which indicates a satisfying interpretation of the results. Thus, these results indicate that overall users are satisfied with the quality of the application so that the application is acceptable and feasible in use.
