Aminullah Usman and Zainal Arifin, who won the 2017 regional election as mayor and vice mayor of Banda Aceh, promised easy access to clean water to all people in Banda Aceh in their campaign. However, after three years of their tenure, access to clean water is still the main problem for the citizens in Banda Aceh. The aim of this study was to examine the effectiveness of the policy made by the government of Banda Aceh in providing easy access to clean water and the challenges facing the government in its implementation. Effectiveness theory and policy analysis theory were adopted to analyse the four aspects of policy effectiveness. These aspects include job and function aspect, program aspect, regulation aspect, and purpose or ideal condition aspect. This study employed a descriptive qualitative approach. The study results showed that the policy of the government of Banda Aceh in providing easy access to clean water did not fulfil the aspects of effectiveness. This condition might occur because of the pipeline leakage due to ageing as the pipeline was built in 1975. As a result, despite having abundant water, it cannot be transferred to households. In terms of the human resource factor, PDAM Tirta Daroy, as the clean water provider, has professional staff for technical and administrative support. The government of Banda Aceh also allocated funding to support PDAM Tirda Daroy as regulated in Qanun of Banda Aceh Number 9 of 2016 concerning additional capital for PDAM. However, the funding support did not solve the technical problems. The government policy that fulfilled almost all effectiveness aspects, except the ideal condition aspect, is establishing 24-Hour Quick Response Posts and Call Center PDAM. Meanwhile, District Meter Area (DMA) policy only fulfilled the job and function aspect, while reservoir construction did not fulfil any aspect of policy effectiveness.
