Flood disaster is a natural phenomenon that is difficult to avoid. Significant losses caused by flooding and deaths can be avoided with disaster management such as determining alternative evacuation routes and refugee shelter locations. This study will determine an effective and safe evacuation route for residents due to flooding based on Geographic Information Systems (GIS). The research method applied is the Closest Facility Analysis. This method will make it easier to determine the closest and most efficient path to a predetermined location. This study aims to provide and determine the closest and most efficient evacuation route that is easily accessible by flood victims in Banda Aceh City. The results of this study show that there are 33 flood points spread over 8 sub-districts in Banda Aceh City. From that point, there are 182 evacuation routes connected to each designated evacuation site. Among them, there are 18 evacuation sites scattered and at least two evacuation sites in each sub-district. Each evacuation site can at least accommodate victims from one flood point. So that flood victims are sure to get an evacuation place far from the flood inundation area.
