This study aims to determine the role of BLK Banda Aceh in improving the quality of the workforce in Banda Aceh City. To analyze this phenomenon, in this study the author uses the Structural Functional Theory of Robert K. Merton. This study uses qualitative research methods with narrative analysis. The results of this study are based on the Regulation of the Minister of Manpower of the Republic of Indonesia Number 21 of 2015 concerning the Organization and Work Procedure of the Technical Implementing Unit in the Field of Job Training, that the Job Training Center has a role in developing human resources through the trainings held. The function carried out has been realized but did not provide a significant contribution to the training participants because in 2020 there was a decrease in the number of training participants at the Banda Aceh City Job Training Center. This is due to the dynamics that occur from the role of the Banda Aceh City Job Training Center. The first change was due to a changed registration system, in 2006 the registration system was still carried out offline but in 2019 online registration was carried out. Second, there is a dysfunction of the Job Training Center instructor in Banda Aceh City from its proper function. Third, there is nepotism and fourth, the lack of responsiveness from public service providers. The results of this study also show that there are training participants who are absorbed in an agency or company, but they have not received a decent income as desired by the training participants, the participants who are absorbed are only contract employees (service work) at the place where the apprentices/ojt used to be. . This happens because the absorption of participants to become workers is relatively small, this is due to a shift in the actual function of the Banda Aceh City Job Training Center.
