Based on the Mayor of Banda Aceh Regulation Number 26 of 2017 Article 11 paragraph 2 Regarding taking into account the analysis of the socio-economic conditions of the community, the Banda Aceh City Government issued a Banda Aceh City governance policy as an effort to improve the Peunayong Traditional Market, namely by relocating the Peunayong Traditional Market to the Lamdingin area. Peunayong market is considered to be very chaotic, narrow, jammed, and dirty, of course, with the aim of being reorganized and rearranged as a 'heritage' area with a 'waterfront city' concept. However, the reality on the ground, there are still problems and obstacles when the relocation implementation is carried out. The purpose of this study was to determine the implementation, inhibiting factors, and efforts of the Banda Aceh City Government in relocating the center of the Peunayong Traditional Market. This study uses the theory of Marille S Grindle and the concept of market relocation. This study used qualitative research methods. In analyzing the data using data reduction techniques, data presentation, and drawing conclusions. The results of the study show that the implementation of the Banda Aceh City Government's policy in relocating the center of the Peunayong Traditional Market has not been running as it should. There are several factors that hinder the implementation of the Banda Aceh City Government's policy in the relocation of Peunayong Market, including: (1) The habits of the people who have long been accustomed to shopping at Peunayong Market; (2) Traders who have not adapted to the new location; (3) Location far from the city center; (4) facilities that are not fully adequate; and (5) the lack of security from the city government against some traders who are still selling in the Peunayong area. For this reason, it is hoped that the government will fulfill the needs and desires of the target groups, in this case traders, especially by registering traders as a reference so that the government can build supporting facilities that are tailored to the needs of traders and strive to be able to play an active role to always respond quickly to all kinds of problems. complaints and suggestions from traders for mutual convenience.
